Statement on the Bombing of the Cetana Arakkha Public Welfare Clinic
With regard to the bombing of the Cetana Arakkha Public Welfare Clinic by the State Administration Council (SAC), we issue the following statement:
As a result of the bombing, Ma Khine Thazin Soe, a Grade 12 student who had received educational support from the clinic and the daughter of U Win Maung Thein and Daw Soe Moe San, who had been volunteering at the Cetana Arakkha Public Welfare Clinic, sustained severe and critical head injuries. She subsequently succumbed to her injuries and lost her life.
In addition, the bombing caused extensive damage and losses to medicines, medical equipment, treatment rooms, patient wards, and accommodation facilities used by clinic staff.

Purpose and Operations of the Clinic
The Cetana Arakkha Public Welfare Clinic is not a clinic established by the ULA/AA administration.
The clinic is a social welfare healthcare facility established to provide free medical treatment to displaced civilians, regardless of ethnicity or religion, who are facing difficulties as a result of the ongoing armed conflict in Arakkha.
The clinic’s operations are sustained through financial contributions from members of the Cetana Arakkha Public Welfare Clinic Fundraising Association, which is composed of volunteers based abroad, as well as individual donors and organizations.
Temporary Closure of the Clinic
The clinic has been temporarily closed for more than two months due to the current military situation. Therefore, there were no patients receiving medical treatment at the clinic at the time of the bombing.
However, given the purpose and nature of the clinic’s activities, the location is a facility intended to provide healthcare services to civilians and is not a military target.
Position and Demands
We believe that targeting hospitals, clinics, healthcare facilities relied upon by civilians, and places where displaced civilians seek shelter constitutes an act that endangers civilian lives and undermines fundamental humanitarian values.
Therefore, as volunteers of the Cetana Arakkha Public Welfare Clinic, we strongly condemn and denounce, on behalf of the public, the loss of an innocent civilian life and the destruction and loss of the clinic’s buildings, medicines, and medical equipment caused by the bombing.
We strongly call for an immediate end to attacks that may endanger the lives and health of civilians, as well as attacks targeting healthcare facilities and places where civilians seek refuge.
